ACCESSIBILITY

Accessibility compliance for public sector websites and apps.

The DOJ Title II web and mobile accessibility rule gives state and local governments a specific technical target: WCAG 2.1 Level AA. WCAG 2.2 is the current W3C Recommendation, so Pure Path treats 2.1 as the federal compliance baseline and calls out the 2.2 additions that can reduce future rework.

COMPLIANCE DATES

April 26, 2027
State or local governments with 50,000+ population

The April 2026 interim final rule extended this compliance date by one year.

Smaller public entities now have an additional year to comply.

April 26, 2028
Special district governments

Special districts follow the later compliance date regardless of population.

ADA TITLE II / WCAG 2.1 AA

Get the accessibility readiness checklist before the work turns urgent.

PLAN

Compliance is a product problem, not just a scan.

Inventory the real surface area

Websites, microsites, forms, PDFs, authenticated portals, mobile apps, vendor tools, social content, and legacy pages all need a clear owner and remediation path.

Audit the federal baseline and the 2.2 delta

Automated scans are useful, but the important issues show up through keyboard testing, screen reader review, color and motion checks, form validation, document review, and real task flows. We start with the DOJ-required WCAG 2.1 Level AA baseline, then flag relevant WCAG 2.2 additions so the work is not already behind the current W3C recommendation.

Fix the high-risk journeys first

We prioritize the services people actually depend on: applications, payments, public notices, benefits, permits, meetings, emergency content, and support requests.

Leave governance behind

The goal is not a one-time report. It is templates, checklists, procurement language, release checks, training, and a backlog the public entity can maintain after the sprint.
